Planning & Pre-Construction Phase — Project Planning

  • Prepare a `Scope Document’
  • Co-ordination of design & services.
  • Review & validate specifications & list of materials using `Value Engineering’ principals where required.
  • Generate a Project Schedule.
  • Review techniques of construction.
  • List of contractors with their credentials for client review.
  • Discuss and recommend the work execution strategy. Determine list of direct purchase items and free issue materials by client.

Contractors / Executing Agency

  • Generate Pre-qualification Criteria for contracting agencies.
  • Prepare a list of proposed work packages i.e., civil & structure, interior work, electrical work, plumbing & fire-fighting work, HVAC work, etc.
  • Review the followings submitted by various consultants:
    • Bill of Quantities / Bill of Materials
    • Estimates as per prevailing market analysis
    • Conditions of Contract
    • Project Completion Schedule
    • List of Makes & Detailed Specifications
  • Issue tenders to short listed agencies.
  • Scrutiny & Evaluation of the tenders, detailed report.
  • Assist client in negotiations, awarding of contracts & contract agreement.
  • Receive list of drawings by each consultants and advise on their schedule.

Implementation / Construction Phase — Schedule

  • Identify the inter-dependence and critical activities.
  • Coordinate and finalize the activity schedules
  • Monitoring the activity schedule and update on regular basis to identify and highlighting the critical issues.
  • Preparing variations in Activity Schedule assigning the reasons.
  • Report the above to the client recommending specific action.
  • Discuss with the client for the implementation measures for schedule recovery (if required).

Quality

  • Quality Assurance Plan.
  • Quality check-list as per specifications.
  • Inspection of construction procedures & checking of material test reports / certificates.
  • Reporting the quality of workmanship and materials.

Monitoring

  • Conduct weekly `Progress Review Meetings’
  • Formulate action plans. Issue of minutes of the meeting and follow-up ensuring action.
  • Review work progress and recommendations on corrective actions required to expedite the work progress.
  • Payments and Cash flow projections.
  • Review and report, actual costs versus the budgeted costs with respect to:
    • Variation/deviations in the original quantities
    • Escalations in material costs, POL and other parameters
    • Changes in design or/and specifications

Payment to Contractors

  • Obtain updated measurement book and validate.
  • Checking contractor’s bills.

Material Management

  • Prepare a Material Management Plan for bought out and free issue items including:
    • Safe storage
    • Record keeping of materials as received at site & as issued for execution
    • Accounting and reconciliation

Safety

  • Formulating Insurance Policies to be obtained by various contractors
  • Establish safety norms in consultation with the executing agencies with inputs from specialized agencies in the field. Ensure adherence to the established safety norms.

Coordination

  • Listing of “Good for Construction” Drawings.
  • Evaluation of variation in items.
  • Maintaining record of all Agreements, insurance documents, operations manuals, guarantees/warranties etc.
  • Maintain day-to-day `Site Instruction book’.
  • Prepare a defect list and rectification of the defects.
  • Establishing and maintaining coordination with contractors, consultants and client representatives for smooth and timely project completion.

Reports

  • Fortnightly Progress Reports:
    • Status and outlook of works on site
    • Critical items & Activities
    • Report on quality
    • Report on labour / workforce deputed at site
    • Materials & Equipment at site
    • Deviations, if any
    • Bills and payments, if any

Completion / Post Construction Phase

  • Obtaining the lists and locations of mechanical equipment, their operation & maintenance manuals and warrantees.
  • Finalization of contractor's bills and obtaining guarantees as per contract.
  • Final inspection, checking/supervision of testing, commissioning and handing over along with all manuals and records etc.
  • Assist Client on rectification of defects (if any) during defect liability period.
  • Summary report on the project and 'As-Built' drawings by Consultants /Agencies.
